FEMA accused of misusing trained disaster workers as public-relations workers

The Federal Emergency Management Agency (FEMA) is being criticized for misallocation of personnel in the wake of Hurricane Katrina. FEMA representatives said they requested volunteers from fire departments around the U.S., to handle its community relations campaign. However, a document FEMA sent to local fire departments asked for firefighters with very specific skills and who were capable of working in “austere conditions”. Fire departments around the nation responded by sending crews to the FEMA staging ground in Atlanta. Some of these crews were unaware that they were only going to be used for public relations work. Others, however, merely hoped that FEMA would allocate them to rescue and damage control operations once it saw their qualifications.

The firefighter’s objections are particularly poignant as one of FEMA public relations training seminars coincided with New Orleans Mayor Ray Nagin plea for firefighters on national television, to relieve his own exhausted crews. It is unclear if FEMA’s request for firefighters prevented any municipalities from responding to Mayor Nagin’s request.

Some firefighters have objected to their use as FEMA public relations officers because their municipalities must bear the cost of their salaries, as well as endure reduced firefighting capacity. FEMA has stated that it sought to use firefighters to avoid background checks required of federal employees.

Firefighters began receiving their assignments Monday, September 5th. Among these was a crew of 50 assigned to tour the devastated areas with President Bush and the press.

Glazer caps Manchester United’s player transfer spending at £25m a year

The intentions of Manchester United’s new owner, U.S. sports tycoon Malcolm Glazer, for the club have been revealed. Although spokespersons for Mr. Glazer (including his son) have stressed that nothing has been finalised, it appears that he intends to raise ticket prices, income, profits whilst capping spending on player transfers.

Mr. Glazer – who owns over 76.2% of the club’s shares through his investment company, Red Football – enraged fans when he started to accumulate shares earlier this year in an attempt to gain control of the what amounts to the world’s most successful football club. Manchester United has more fans, a higher market value, a more valuable and more widely recognised brand and is more profitable than any other football club in the world.

To gain control of the club, Glazer used borrowed money and he is set to transfer this money to the club’s books when he gains full control. The borrowed money will result in large interest repayments – pushing the clubs finances into the red. To counter this Mr. Glazer apparently intends to raise ticket prices by about 50% and to increase revenues by 52% to £245.6m (from £161.5m this year) over the next five years. Apart from ticket price increases, this jump in revenue will be achieved by a 61% jump in match day sales, a 13% increase in media sales, and a 76% rise in sales of merchandise and other commercial activities.

As part of his plans, expenditure on player transfers will be capped at just £25m a year. This is a very low figure for a English football club endeavouring to win domestic and European trophies. Seven years ago the club spent £28m on players, since then expenditure in England on players has increased hugely.

Obama’s new stance on same-sex marriage earns donations

Following the announcement this week by U.S. President Barack Obama that he supports the legalisation of marriage for same-sex partners, the Obama campaign claims to have received an increase in donations and support from lesbian, gay, bisexual and transgender (LGBT) supporters.

Financial support for Democratic politicians by LGBT groups had fallen to the lowest rate in 16 years, with only $590,000 raised so far in the election cycle. A June fundraising event planned in Los Angeles and focused on the LGBT community is likely to sell out and Obama’s campaign team is seeking to expand the event.

Gay people better get out there and support the president.

Chad Griffin, the incoming head of LGBT campaigning group the Human Rights Campaign, said that the President’s statement on marriage “will further energize an already excited base”. Obama supporter and Silicon Valley entrepreneur Wade Randlett said that the announcement “reminds people of the Obama they worked hard for in 2007, 2008. Someone who takes strong, bold stands”.

The sex advice columnist Dan Savage wrote on Twitter: “Gay people better get out there and support the president. If he loses in November, we’ll be blamed.”

Opponents of same-sex marriage have also used the President’s statement on the issue to raise money: the National Organization for Marriage (NOM) have run a three-day long “money bomb” fundraiser this week which raised $20,000. NOM plan to increase the amount spent on supporting candidates in federal elections this year.

Wikinews interviews candidate for Cleveland mayor Arthur Kostendt

Arthur Oliver Kostendt, a candidate running in the mayoral election of the US city of Cleveland, Ohio set to take place November 2, discussed his campaign and policies with Wikinews this spring.

According to Cleveland Scene, 29-year-old Kostendt is a member of the Cuyahoga County, Ohio Republican Party but has referred to his campaign as “casual”. According to his web site’s personal biography, he was a cadet for the Army Reserve Officers’ Training Corps (ROTC), scout platoon leader for the 2nd Squadron of the 107th Cavalry Regiment of the Ohio Army National Guard and logistics officer for the 1st Battalion of the 145th Armored Regiment. He served in Kuwait, Iraq, the United Arab Emirates and Saudi Arabia and assisted coalition force detachments in Southeast Asia.

Kostendt is a graduate of the University of Notre Dame and summa cum laude graduate of Cleveland State University. He writes he uses an apostrophe to abbreviate his middle name as “Arthur O’Kostendt” instead of the customary period after the O to emphasise his Irish heritage.

A poll published May 5 by Baldwin Wallace University, which does not feature Mr Kostendt, has Dennis Kucinich and Basheer Jones leading in the mayoral race by 17.8 and 13.3 points, respectively, with a margin of error of up to five per cent either way. 48% of those surveyed were undecided. Incumbent mayor Frank G. Jackson, who won the 2017 Cleveland mayoral election with 59% of the vote, is eligible for a fifth term but announced on May 6 he would retire.

Read Santa Clara marks tenth anniversary

Santa Clara, California, USA. The adult literacy program Read Santa Clara marked its tenth anniversary today with a gathering of program participants, staff, and supporters from the community. Read Santa Clara trains volunteer tutors and matches them with adult learners who wish to build their literacy skills.

In the presentation, program staff and supporters reviewed the program’s history and growth, honored long-time participants, and looked toward the future.

Santa Clara Mayor Patricia Mahan spoke at the gathering, noting, “Read Santa Clara joins people who need to learn with people who need to teach, and what a powerful combination that is.” She added, “I think adult literacy is so important.”

Program coordinators estimate that tutors volunteered some 5000 hours last year. City Manager Jennifer Sparacino estimates, “That’s worth about $100,000 per year in volunteer time.”

Learners also spoke about what Read Santa Clara meant to them. Raymond Moreno said, “I hope it stays for another ten, twenty, thirty years, because we need it.” Juan Velasquez said, “My life has changed a lot…I did many things I could not have done without help.” And Ike Moore said, “To be able to express myself…What a gift!”

Buffalo, New York —The Common Council requested on Tuesday that a picture be found on what many thought was the site of a previous hotel.

The Proposed Elmwood Village Hotel would be placed on the intersection of Elmwood and Forest. It was suspected by residents and business owners in the area that hotel once stood in the same spot.

The Elmwood Village hotel is a proposed development by Savarino Construction Services Corp. In order for the project to proceed, at least five buildings (1119-1121 Elmwood) would need to be demolished. All five houses are currently occupied by businesses and residents.

After some research, a freelance journalist writing for Wikinews was able to determine that there was never a hotel on the proposed Elmwood Village Hotel site. However; there was a temporary hotel located on the northeast corner of Elmwood and Forest.

Buffalo was the host of the Pan-American Exposition from May 1 until November 2, 1901. It was a fair designed to feature the latest in technology, including electricity. There was a midway, athletic events, and had African, Eskimo, and Mexican villages. However; what is likely the most famous event that took place at the exposition was the assassination of then President William McKinley on September 6, 1901. He was shot by Leon Czolgosz just outside the Temple of Music and died eight days later while in the home of John Milburn on Delaware Avenue in Buffalo. Just a short time later, Theodore Roosevelt was inaugurated on September 14, 1901 at the Wilcox House on Delaware Avenue in Buffalo. Nearly eight million people attended the exposition.

During that time several hotels and rooming houses were built around the exposition including The Elmwood at 717 Elmwood, the Hotel Elmhurst at Forest and Lincoln Parkway, Hotel Gibbs 1005-1021 Elmwood, the R. Palmerton Merritt at 441 Forest and The Norman at 422 Forest. None of these hotels or rooming houses exist today.

Probably the most famous hotel that was built during the exposition was the Statler’s Pan-American Hotel built by Ellsworth Milton Statler A freelance journalist writing for Wikinews has obtained the only known reproduction photo of the hotel [pictured at the top]. The hotel stood on the northeast corner of Elmwood and Forest Avenues in Buffalo, had 2,100 sleeping rooms and accommodations for 5,000. At the time, the Statler was the largest hotel [based on the number of rooms] ever constructed. It was also the largest temporary hotel. It was three stories high, plastered on the inside, made mostly of wood and was covered with ornamental staff on the outside, which made it semi-fireproof. Every room was an outside room and was well lighted and ventilated. It was located within one block of the exposition’s main entrance.

The Statler was built for only one thing, the exposition. Work began in 1900 and finished just before the beginning of the exposition. When the exposition ended in November, the hotel was taken down.

Maps from 1894 show that there was no hotel, let alone any buildings or houses on the intersection. However; research did show that the homes 1119-1121 Elmwood, the buildings that would be demolished to build the Elmwood Village Hotel, were built sometime before 1915 but were not on the intersection prior to 1902.

Based on research conducted at the Buffalo Historical Society, it was concluded that between the years of 1890 and 1902, no other major hotel existed in the area. In fact, research had shown that almost every hotel built in the area, existed only during the time of the exposition.

Research also indicated a hotel or a rooming house at 1089 Elmwood around 1901-1903. The only known name of the hotel was the John C. Hill Hotel. The hotel was in the house now called the Atwater House. The house was the first house to be built on the east side of the block.

The Atwater House is currently vacant and owner Pano Georgiadis wants to demolish it to expand his restaurant. The house was built by 1894 and the original owner and builder of the house is currently unknown. Its earliest known occupant was Edward Atwater who in 1862 founded the oil refinery company of Atwater & Hawes in Buffalo. The site of this company was recently uncovered in the Canal District during an archeological dig.

At the moment, current research does not show any connection between the two men.

The exposition was a commercial failure and what profit Statler did make on the hotel, went to build another temporary hotel for the 1904 St. Louis Exhibition. That hotel was successful and the profit made from it was used to build the first permanent Statler Hotel at 107 Delaware Avenue in Buffalo. The hotel is no longer in operation, but small offices are currently operating in parts of the building.

Four arrested in three Naperville, Illinois prostitution stings

An undercover investigation by Naperville, Illinois law enforcement has led to the arrest last Thursday of four people allegedly involved in prostitution. The stings came after police received tips that people were using websites like Craigslist and Backpage.com to sell sexual performances in Naperville hotels. 

Patricia H. Scoleri of Naperville was arrested after an unidentified neighbor observed consistently suspicious activity at Scoleri’s home. Traffic was unusually heavy and consisted mostly of luxury cars in an otherwise quiet, middle-class neighborhood. Also, the visitors were mainly middle-aged men, and an odd string of lavender-colored lights were hung on the front window.

Police say Scoleri worked alone. She was arrested at 2 p.m. local time (2000 UTC) and is charged with violation of anti-prostitution laws, anti-cannabis laws, and the Massage Licensing Act. She apparently has four children, but the Illinois Department of Children and Family Services has neither contacted her nor received a police report on her.

The second sting occurred at 5:30 p.m the same day (2330 UTC) and resulted in the arrest of Chicago resident Tonya M. Adams. She is charged with prostitution and driving without a license. Another sting about an hour later resulted in the arrests of Jessica M. Walley, a Skokie resident, and Mark A. Williams, a self-admitted Schaumburg gang member. “Walley was charged with prostitution and unlawful possession of cannabis. Williams was charged with pimping, obstructing a peace officer, driving with a suspended license and driving without insurance,” reports WBBM News Radio 780.

All four suspects are free, having paid the required ten percent of their $1,000 bail. They may face additional charges related to crack cocaine discovered during the police investigation. Arraignment is scheduled for next month at the DuPage County Circuit Courthouse in Wheaton.
