Senior intelligence official suspended after leaving top secret files on train

A senior intelligence official in the United Kingdom has been suspended from his job pending an investigation into top secret documents that were left on a commuter train on Tuesday. The Cabinet Office confirmed that the documents, including reports on Al-Qaeda and Iraqi security forces, had been found on the train and handed in to the offices of the British Broadcasting Corporation (BBC), who turned the files in to police.

According to the BBC, one of the documents, a seven-page report entitled “Al-Qaeda Vulnerabilities”, was classified “UK Top Secret” and had every page numbered and labelled “for UK/US/Canadian and Australian eyes only”. The other document, “Iraqi Security Forces: More or Less Challenged?”, had been commissioned by the Ministry of Defence, which the BBC’s security correspondent, Frank Gardner, described as being “damning” in parts. Both were produced by the Joint Intelligence Committee, a government organisation designed to present information from several British intelligence services to ministers and senior officials.

The person believed to be responsible for the breach works for the Cabinet Office’s intelligence and security unit, which contributes to the Joint Intelligence Committee. He had authority to take classified documents out of the Cabinet Office, under strict security procedures. The Metropolitan Police are investigating the incident, which the Conservative Party’s security spokeswoman, Dame Pauline Neville-Jones called “the latest in a long line of serious breaches of security involving either the loss of data, documents or Government laptops”.

The Cabinet Office’s admission of the breach came on the same day the UK government voted on a resolution allowing authorities to detain terror suspects for up to 42 days without charge.

US adds 173,000 jobs in August; unemployment rate drops to seven year low

The US economy added 173,000 jobs in August, the Bureau of Labor Statistics reported on Friday. The unemployment rate fell from 5.3 to 5.1 percent, the lowest since April 2008.

Although August job gains were lower than most economists forecast, job growth numbers for June and July were revised upwards by a combined 44,000. Average job gains over the past three months stand at 221,000, compared to March-May’s 189,000 monthly average. Over the past twelve months, job growth has averaged 247,000 per month.

Average hourly earnings rose 0.3 percent, or 8 cents, marking the largest increase in earnings in seven months. Hourly earnings had risen by 6 cents in July. Wages have risen by 2.2 percent over the past year.

Job growth in August was primarily concentrated in the health care and social assistance, financial activities, and professional and business services sectors. Those three areas of the economy added a combined 108,000 jobs. Food service and drinking places employment increased by 26,000 over the month, and other economic sectors saw employment hold steady. Manufacturing, on the other hand, saw employment decline by 17,000 in August. A stronger dollar and worldwide economic weakness make US exports less desirable, leading to a flattening in manufacturing employment so far this year after steadily rising in the early years of the US economic recovery.

The solid overall job gains led analysts to slightly raise expectations for a decision by the Federal Reserve to raise interest rates this month. Investors raised the likelihood of a September rate increase from 26 percent before the jobs report to 30 percent, and stocks dropped by over one percent on Friday. “The payrolls data is certainly good enough to allow for a Fed rate hike in September,” said Deutsche Bank’s head of currency strategy, Alan Ruskin. “The big question is still whether financial market volatility will scupper the plans.”

“This is the first time the market has looked at a Fed meeting and really has no idea what the Fed is going to do,” said Mark Kepner, a New Jersey equity trader with Themis Trading. “Right now you’re looking at the overall uncertainty and that’s what’s hanging on the market. I don’t think this number in and of itself changes how somebody’s going to vote.”

Cadillac unveils Obama’s ‘Beast’, the 2009 Presidential State Car

The US Secret Service has released the first photos Wednesday of the new presidential limousine that will transport Barack Obama down Pennsylvania Avenue next Tuesday as part of the 56th Presidential inaugural parade after he is sworn in at the Capitol. The First Limo – the 2009 Cadillac Presidential Limousine – will replace President Bush’s Cadillac DTS Presidential Limousine that rolled out in 2004.

Nicknamed “The Beast”, the hulking machine is a new model year 2009, modified limousine. According to General Motors, the new “2009 Cadillac Presidential Limousine” is the first not to carry a specific model name. The Obama Mobile was introduced on January 14 with noticeably different styling borrowed from the Cadillac Escalade and STS, while the suspension is most likely related to the Chevrolet Kodiak medium-duty truck.

Mr. David Caldwell of General Motors has revealed that the sleek black car would include a hand-crafted interior and “state of the art electronics.” The car’s high-tech security features include five-inch-thick (12.7-centimeter-thick) bombproof glass, tough-as-nails tires, and a sealed interior that’s invulnerable to chemical attack. The armoured limousine has been heavily modified to withstand potential attacks by weapons or bombs. The San Francisco Chronicle puts it in a proper perspective noting, “a half-inch of transparent armor is enough to stop a .44 Magnum round at point-blank range; at a thickness of 1 1/4 to 1 1/2 inches, the same material can withstand higher-velocity bullets fired from military assault rifles.”

According to spy photographer, Brenda Priddy, and General Motors, the limousine, which has the intricate, dual-textured grille, is also equipped with standard Goodyear Regional RHS truck tires in a 285/70R19.5 size, on 19.5-inch wheels. The rims have a run-flat device (manufactured by Hutchinson Industries). Xenon headlights from the Escalade are installed in the front, while the rear has some STS part. The doors are at least 20 centimeters (8 inches) thick. It carries the US flag on the front fenders and an embroidered Seal of the President of the United States is affixed to several panels in the back.

According to the US Secret Service, the vehicle would be a “valuable asset” in providing the President with the highest level of protection. “Although many of the vehicle’s security enhancements cannot be discussed, it is safe to say that this car’s security and coded communications systems make it the most technologically advanced protection vehicle in the world,” Nicholas Trotta, Assistant Director for the Office of Protective Operations said in a statement. The new limousine is the responsibility of White House Transportation Agency.

The Presidential State Car is the official state car used by the President of the United States. It is informally known as “Cadillac One”. The current Presidential State Car is a 2005 hand-crafted, armored, and stretched DTS (DeVille Touring Sedan) built on a GM four-wheel drive platform. It was first used on the second inauguration parade of George W. Bush in 2005. But the version to be used by President Obama uses a GMC Topkick chassis, while maintaining the Cadillac exterior.

The President of the United States travels in one of two armoured Cadillac limousines based upon the normal sedan, the Cadillac DTS, with heavy customisation. Lincoln cars have also been used in the past, most notably by President John F Kennedy. The current limousines were custom-built by O’Gara, Hess and Eisenhart, founded in Fairfield, Ohio in 1942. It specializes in armouring limousines for presidents and heads of state.

President William McKinley was the first US president to ride in an automobile. However, it was President Theodore Roosevelt who rode on the first government-owned car, a white Stanley Steamer. Roosevelt’s successor, William Howard Taft, was the first president to use a presidential state car that was permanently stored in the White House garage.

Meanwhile, Obama’s 2005 Chrysler 300C Hemi was auctioned on eBay with a starting bid of $100,000 and a buy-it-now price of $1,000,000. It has less than 21,000 miles on it and is in like-new condition. He leased the car in 2004 and traded it for a Ford Escape Hybrid in 2007. The car was sold to Tim O’Boyle.

US VX nerve gas disposal test a success

Workers at Newport Chemical Depot in Indiana have completed a successful test-run of a chemical reactor designed to dispose of Cold War stockpiles of VX nerve agent.

After encountering initial difficulties when the temperature in the reactor grew too high, workers were able to adjust the speed of the device. 180 gallons of VX and water were turned into a caustic but far less lethal compound, that can be further reprocessed into an inert substance.

A residue of 14 parts VX per billion remained; the Army’s eventual goal is less than 20 parts. One drop of VX can kill a grown man.

The conversion of the VX stockpiled at the facility is projected to take two years. Then the drain cleaner-like waste product with its small residue of VX will need to be sent to another facility for reprocessing into a safer, biodegradable compound.

A controversial plan has Dupont doing the reprocessing at their facility in New Jersey, and dumping the compound into the nearby Delaware River.

Ryanair sue Associated Newspapers, Mirror Group

Irish budget airline Ryanair have added newspaper publishers Associated Newspapers and Mirror Group to their legal targets in a High Court defamation action filed yesterday in Dublin that also targets Channel 4.

The move confirms the carrier’s expression of intent to sue Channel 4 after the UK broadcaster screened Secrets of the Cockpit, a documentary about safety at the airline, on Monday night. Part of the Dispatches series, the show reported on an incident in Spain last year where three Ryanair jets declared fuel emergencies after being diverted to Valencia. Fuel policy was a strong focus for the documentary.

Pilots interviewed for the programme said they felt pressured to save fuel, the cost of which has hit Ryanair’s profits. The Spanish Air Authority described Ryanair flights usually landing with a bare minimum of fuel, in a report the airline dismissed as “manifestly inaccurate and factually untrue”.

Ryanair have also sacked veteran pilot John Goss for appearing on the show, the only pilot interviewed who did not seek anonymity. Ryanair have stated intent to sue Goss and claim he confirmed in the weeks before the show that he had no issues with his employer’s safety. Goss is a member of Ryanair Pilots Group (RPG), which the airline call a union front.

Channel 4 previously promised when threatened with legal action to see Ryanair in court. “We stand by our journalism, and will robustly defend proceedings if they are initiated,” a spokesperson said. The Belfast Telegraph was also sued but the action has been dropped after the Northern Irish publication issued an apology. The paper had published a story titled “Are budget airlines like Ryanair putting passengers at risk?”.

Associated Newspapers are behind The Daily Mail and its online and Sunday variants. Mirror Group publish The Daily Mirror, its Sunday sister, and The People.

Secrets of the Cockpit also examined an RPG poll of 1,000 Ryanair flight crew, dismissed by the airline as part of unionisation efforts. According to the RPG survey almost 90% of respondents said the safety culture was nontransparent. Two-thirds said they felt uncomfortable raising safety issues, with a pilot interviewed by Channel 4 accusing Ryanair of “threats and bullying”. Ryanair had told pilots anybody signing a “so-called safety petition” might be dismissed.

Over 90% of those surveyed wanted a regulatory inquiry, with RPG saying the survey results were passed to the airline and the Irish Aviation Authority (IAA). The IAA has already called the programme a “misguided attack” on Ryanair, saying “Ryanair Plc fully complies with all European and international regulations in all areas of its operations”.

The IAA itself was accused of failing to respond to concerns from Ryanair pilots and one interviewee said his “personal belief is that the majority of Ryanair pilots do not have confidence in the safety agencies and that is a pretty critical issue”. The authority responded “The IAA has responded to personal letters and reports from Ryanair pilots, this included several meetings and face-to-face interviews with pilots and their legal and professional representatives.”

Ryanair makes heavy use of zero-hour contracts, which do not guarantee work and which the Irish Airline Pilots’ Association describe as offering some of aviation’s worst employment conditions. RPG chairman Evert van Zwol, also a recent Dutch Airline Pilots Association president, said zero-hour contracts tended to make pilots choose to fly when unwell and keep quiet if they had safety concerns. In 2005 a Polish Ryanair pilot became lost near Rome a few days after attending his son’s funeral, while his Dutch co-pilot was seeing his first experience of navigating severe weather.

In the 2005 incident air traffic control intervened to keep the flight safe from midair collisions. The Polish pilot told Italian investigators he feared losing his job if he took extra time off work. The investigation concluded in 2009 he had been unfit to fly. Ryanair denied he would have been fired for taking time off to recover.

Secrets of the Cockpit also reported that in twelve separate serious incidents data from cockpit voice recorders had been wiped before investigators could access it, which the carrier says is a common occcurrence in aviation and attributed to pilot error.

In Sweden a report into a Ryanair emergency landing concluded this week an airline employee wiped the cockpit voice recorder and flight data recorder to prevent the investigation accessing them. The aircraft had returned to an airport near Stockholm shortly after takeoff suffering electrical malfunctions. Ryanair reject the Swedish Accident Investigation Authority’s take on the missing data, telling newspaper Södermanlands Nyheter recordings were reset by a technician trying to repair the aircraft after consultation with Ryanair’s technical department, who did not think the recordings needed saving.

Ryanair, which has never suffered a fatal accident, says the documentary is “false and defamatory”, and the IAA says it is “based upon false and misleading information”. “We have been instructed to vigorously prosecute these libel proceedings,” said a statement from Ryanair’s lawyers, who promised “other litigation is pending”.

Jenson Button wins 2009 Australian Grand Prix, Brawn teammate comes second

Brawn-Mercedes driver Jenson Button has won the FIA Formula One 2009 Australian Grand Prix on the Melbourne Grand Prix Circuit at Albert Park and Lake, in Melbourne, Australia.

After winning the pole position, Button lead his competitors and had control of the race throughout. His teammate Rubens Barrichello experienced some problems on the start and dropped down several places, but Barrichello managed to come in second at the end of the race.

Team McLaren driver Lewis Hamilton, raced his Mercedes-engined car to third place at the chequered flag. Gearbox problems in the qualification session forced the team to change it and face a penalty by closing the starting grid. Hamilton secured third place after a collision with Sebastian Vettel of Red Bull and Robert Kubica of BMW Sauber, in their chase for the podium.

Timo Glock‘s Toyota and Fernando Alonso‘s Renault finished behind Hamilton, just off the podium.

Nico Rosberg‘s struggle was rewarded by taking 6th place for the Williams team after starting 5th. Drivers for Toro Rosso, two Sébastiens — Buemi and Bourdais — were the last to earn points, coming in 7th and 8th place, respectively.

Button and his team, Brawn GP, are now leading the drivers and constructors championships as a new entry formed by Ross Brawn on March 6 from the remains of the former Honda team.

Debutant Formula One team BrawnGP, previously known as Honda Racing, placed 9th in the 2008 season was on a brink of quitting the sport, but successfully changed ownership to Ross Brawn this month and hired former Honda drivers Jenson Button and Rubens Barrichello. The team already shown surprising pace on the tests in Barcelona and now qualified and won the race on the first and second place.

The team is involved in a situation against the rear diffuser of the car as well as Williams and Toyota teams. After a brief investigation of the cars the FIA officials reported that the cars weren’t illegal. Still, the protest of some teams would be heard at the FIA International Court of Appeal on April 14, 2009.[1]

Williams driver Nico Rosberg and both Toyota drivers Timo Glock and Jarno Trulli as well as Robert Kubica from BMW Sauber and German Sebastian Vettel, who moved from Torro Rosso to Red Bull Racing prior to this season also shown high pace in the classification and the race.

Abhisit Vejjajiva administration on brink of collapse

In a televised statement on Monday, Thailand’s Prime Minister Abhisit Vejjajiva blamed the loss of life last Saturday in Bangkok on armed terrorists who had infiltrated the Red Shirt protesters. He added that the security forces had opened fire only when fired upon.

The Prime Minister’s statement came as he was suffering a double blow to his authority. As coffins draped in Thai flags paraded through Bangkok to symbolise the death of democracy, Thailand’s electoral commission ruled that Vejjajiva’s Democrat Party should disband. In addition, the chief of the Thai Army, General Anupong Paojinda, publicly called for the dissolution of parliament.

Despite pressure from the Vejjajiva administration, the Thai Army, which traditionally has been politically significant in the country, has been reluctant to use force against the protesters, and will become even more so following what will be seen as innocent blood on its hands.

Even though Vejjajiva has stated that the government and military remain united, without the unequivocal support of the Thai military and security forces, his administration has very little room for maneuver.

Ironically, Vejjajiva may be saved from having to concede to the Red Shirts’ demands for fresh elections through the same process that deposed his predecessor and led to his own rise to the premiership. A court has ruled that Vejjajiva’s Democrat Party accepted 258 million baht in illegal campaign donations from cement maker TPI Polene. Under Thai law, the courts have the power to dissolve any party ruled to have broken electoral laws and to ban its members from public office for five years. This is the same law that in 2008 resulted in the disbanding of the People’s Power Party and the removal of Somchai Wongsawat from office. Leaders from both sides of the political divide have welcomed this development as a way to resolve the current deadlock.

However political commentators note that even with fresh elections the impasse that led to what is now known as Black Saturday would not end.
