China overtakes Germany as world’s biggest exporter

Chinese officials have said that their country’s exports surged last December to edge out Germany as the world’s biggest exporter.

The official Xinhua news agency reported today that figures from the General Administration for Customs showed that exports jumped 17.7% in December from a year earlier. Over the whole of 2009 total Chinese exports reached US$1.2 trillion, above Germany’s forecast $1.17 trillion.

Huang Guohua, a statistics official with the customs administration, said the December exports rebound was an important turning point for China’s export sector. He commented that the jump was an indication that exporters have emerged from their downslide.

“We can say that China’s export enterprises have completely emerged from their all-time low in exports,” he said.

However, although China overtook Germany in exports, China’s total foreign trade — both exports and imports — fell 13.9% last year.

India: Maharashtra plastic ban comes into force

On Saturday, the plastic ban in the Indian state of Maharashtra came into force. In an attempt to minimise pollution, the state government has introduced a ban on single-use plastics.

The leader of the Yuya Sena political party, Aaditya Thackeray, said on Twitter, “The ban on single use disposable plastic cups, plastic bags, plastic straws, plastic plates and cutlery, styrofoam cutlery and non woven bags”. He added, “these are global issues now and we have taken a step to combat it”.

Plastic pollution has led to the choking of drains, marine pollution and a risk of animals consuming plastics. This year, India’s motto for World Environment Day — June 5 — was “Beat Plastic Pollution”. People violating the plastic ban are to face a fine of 5,000 Indian Rupees (INR) for the first offence. For the second offence, the fine is INR 10,000 and the third time offence is INR 25,000 and a three-month prison term. Deputy municipal commissioner Nidhi Choudhary said, “To weed out corruption, we plan to give inspectors payment gadgets for electronic receipts of the fines”.

The Maharashtra government has given a 90-day period for manufacturers to dispose of existing polyethylene terephthalate (PET/PETE) plastic spoons and plates, while shopkeepers and citizens in general have six months to dispose of plastics. However, the ban does not prohibit plastic usage for wrapping medicines or milk cartons thicker than 50 microns.

The state government had announced the decision for the plastic ban on March 23. According to NDTV’s report, Maharashtra is the eighteenth Indian state to enforce a state-wide plastic ban. Aaditya Thackeray also said, “I congratulate the citizens for making this into a movement, even before the ban was enforceable, giving up single use disposable plastic.”

11-year-old boy dies after being shot in Liverpool

An 11-year-old boy has died after being shot in the car park of the Fir Tree pub in the Croxteth area of Liverpool, shortly after 1930 BST. An eyewitness, who had been drinking outside the pub at the time, said the boy was one of three playing football in the car park when a teenager, believed to be male, on a BMX bicycle fired three shots at the group from approximately 30 metres away, one hitting the victim in the neck. The other shots missed the boys, one hitting a car. The boy’s mother was called to the scene as people came out of the pub to help him. Other witnesses have suggested the incident may be gang-related.

A spokesman for North West Ambulance Service said: “We treated an 11-year-old with serious gunshot wounds.” He added the boy was taken to Alder Hey Children’s Hospital, but police later confirmed he had died. Officers have sealed off the scene, including a neighbouring street of shops. There have currently been no arrests in connection with the shooting.

In an appeal to the local community to help catch the killer, Merseyside Police Assistant Chief Constable Simon Byrne said: “Someone out there knows who put the gun in his hand and I want your help to get the community to turn that gunman in tonight. This is quite an awful crime, quite senseless, and the community holds the clue to solving this crime quickly. You can only imagine the heartache of the family that’s been ripped apart.”

Local councillor Rose Bailey, who lives nearby, also appealed for people with information to come forward, saying: “It sends shockwaves through the community of Croxteth and really it must be devastating. To think your young son is out playing football and then to get a call to say he’s been shot, I really don’t know as a parent how you would handle that.”

The area around the pub was made a “designated area” by police last year, meaning officers could disperse groups and move people away from the area.

The incident is another in a growing list of shootings of minors, many gang-related, in the UK’s major cities in 2007.

Crossrail set to only compensate £50 for land rights, London, UK

The British Parliament approved the first stage of the new Crossrail underground railroad through London as a £15 billion construction project earlier this month. Crossrail is the first major new train line to be built in London in decades.

The rail line being implemented as a hybrid bill in Parliament. After a second reading in Parliament, it was voted upon and decided that the government will commit to the project so that the line will be built.

The next issue before Parliament of to ensure that the implementation of the bill so it is consistent with private interests of neighborhoods to be affected by Crossrail. This is when residents can petition Parliament to change the way the line is constructed.

As a result of construction of the Crossrail line, hundreds of homes will have new tunnels excavated beneath them.

On contacting Crossrail, they have indicated approximately £50 will be offered to each landowner to buy all the land rights-of-way to build the train tunnel more than 9 meters below the residential buildings. The average value for properties in the affected areas is £350,000.

Under UK compulsory purchase laws to be used in this bill, the residents are entitled to the difference in the value of the whole property with and without a tunnel under it. If the offer given by Crossrail is not accepted by any of the residents, the residents can take the case to the Land Tribunal, where the fair value will be established.

This however, could be cost prohibitive. Crossrail does not indicate that it will attempt to assign a fair value in the original offer and instead is only going to offer around £50 per property in the hope that not many people take the matter to the Land Tribunal.

Angolan Supreme Court summons President dos Santos over nepotism claims

The Supreme Court of Angola yesterday summoned President José Eduardo dos Santos to explain his decision to appoint his daughter head of the national state-owned oil firm, Sonangol. The pair face claims of nepotism and breach of probity legislation.

Isabel dos Santos, Africa’s richest woman according to Forbes, is also summoned. She took control of Sonangol in June after her father fired the entire board. Angola is now the continent’s largest oil producer, surpassing Nigeria after militancy affected production there. The company nonetheless is struggling to cope with reduced prices for oil.

The court’s move comes as it accepts a petition by a group of lawyers against the dos Santoses. “It is the first time that the court will examine a decision of the president,” said one of them, David Mendes. “The law stipulates that public officials cannot nominate or allow the nomination of family members,” he added yesterday.

According to Mendes the dos Santoses have eight days to answer the court. One member of ruling MPLA anonymously told reporters “The constitution of Angola is clear: the president does not have to personally explain actions taken during his term in court or in parliament”. He said a representative would appear instead.

José Eduardo dos Santos has ruled for over 30 years, but has expressed an intention to resign in 2018 following elections next year. Three years ago his son Jose Filomeno dos Santos was made head of the national Sovereign Wealth Fund. Isabel dos Santos owns shares in both Angolan and Portuguese businesses, particularly financial and telecoms firms.

Swan in Fife, Scotland dies with H5N1 bird flu virus infection

It has been confirmed that tests done on a dead Mute Swan found in the village of Cellardyke in Fife, Scotland has tested positive for the deadly strain of H5N1 Bird Flu virus. The swan is believed to have been native to Scotland.

Two other swans found in Richmond Park in Glasgow are being tested for the H5N1 virus. They are among at least 14 other dead birds and 12 more swans found in Glasgow, that are being tested for the H5N1 virus.

This is the United Kingdom‘s first confirmed case of the H5N1 virus and would make the U.K. the 14th country to report the virus.

“The risk to humans has not changed by the fact that we have found the virus in the U.K.. There is a better chance of a person winning the national lottery than catching bird flu in the U.K. today,” said Doctor Jim Robertson from the National Institutes for Biological Standards and Control in a press conference.

“We also have to work on the assumption that there is some spread among wild birds. There is no doubt we are getting closer to the day when moving birds indoors will be necessary,” said former President of the British Veterinary Association, Bob McCracken. “The situation is that the virus is there, and it will probably continue to circulate among the birds. It will spread through close contact, irrespective of species. There is one big question mark: Will the virus disappear from wild birds after a period of six months, or will it still be present after a period of six years?” added McCracken.

McCracken also said that the virus could turn up in more birds saying, “I would start from the assumption that a small pool of wild birds in the Fife area are infected and potentially passing it on to other birds” and that seagulls could pose a threat of passing on the virus because they have been known to peck at the bodies of other dead birds that were infected. “We have to assume that,” he said.

In a statement by the Department for Environment, Food and Rural Affairs, released yesterday, the Scottish Executive confirmed that a “highly pathogenic H5 avian flu” virus was found in a sample taken from the dead swan.

The swan was discovered March 29, 2006 and has been confirmed as a domestic species and officials say that it may have caught the virus from another infected bird. Officials also report that the area where the swan has been found is being sealed off.

“In accordance with a recent EU decision the Scottish Executive is putting in place a protection zone of a minimum of three kilometres radius and a surveillance zone of 10 kilometers. Keepers of birds in the protection zone are being instructed to isolate their birds from wild birds, by taking them indoors where ever possible,” said the Scottish Executive in a statement.

Samples from the swan were sent to the European Union Bird Flu Laboratory at Weybridge.

“Bird keepers outside the protection zone should redouble their efforts to prepare for bringing their birds indoors if that becomes necessary. They must also review their biosecurity measures to ensure that all possible precautions have been taken,” said Charles Milne, Chief Veterinary Officer for Scotland yesterday in the statement.

An exercise named ‘Exercise Hawthorn’ was to prepare people for a possible pandemic was taking place yesterday and was halted just after the discovery of the dead swan. Officials were in the second phase of the exercise. Taking part in the exercises were the Ministry of Defence, the Association of Chief Police Officers, the Environment Agency and several other areas of the British government.

“I brought to an end the national avian influenza exercise to ensure that we can bring all our resources to bear on this situation. We are already in a high state of readiness and I have every confidence that officials north and south of the border will work together to manage this incident successfully,” said the United Kingdom’s Chief Veterinary Officer, Debby Reynolds.

However; today Reynolds stated “there is no reason for public health concern” and also stated that in order for Bird Flu to infect humans, it would require “extremely close contact with infected birds, particularly feces.”

According to the World Health Organization H5N1 has killed 109 people worldwide since 2003.

BBC Resources sale could be unprofitable

The sale of the BBC subsidiary BBC Resources Ltd., has hit a hurdle after it emerged that the BBC could be left with a loss of up to £15 million on the deal. The cost of transferring the pensions of BBC Resources staff from the BBC pension scheme to its new owners could be up to £50 million according to a Guardian Newspaper report.

Managers from the division will meet with union representatives from BECTU on Monday to discuss this and related sale issues. BECTU general secretary, Gerry Morrissey is quoted as saying: “If the BBC gets less than £50 million for BBC Resources then how can it fulfil [sic] its duty of care to licence fee payers?”

It is believed that the BBC had hoped that a surplus in its pension fund could be used to bridge the possible £50 million gap — but the trustees of the fund have said “no”. A BBC source said: “This is being discussed at the highest level”.

Since April 2004 members of the BBC pension scheme have seen their contributions into it increase regularly, the BBC — like many other employers — having reduced its contribution (to 4.5% of payroll) over a ten year period when the stock market was booming in the 1990s.

The Guardian is seen as a reliable source on BBC matters, having reported the proposed sale of BBC Television Centre back in January 2007, with the formal announcement finally being made by BBC Director General Mark Thompson on October 18, 2007.

The Resources business-to-business unit was formed in 1998 and operates television studios, post-production and outside broadcast facilities for it’s parent share-holding company, the BBC. It does not own any studios or premises, its assets being staff and equipment.

Advertised for sale on 16th August in the Financial Times, The Times and Broadcast and last year making profits of £5.2 million with a revenue of £126 million, the disposal — led by Ernst & Young — invited expressions of interest for the whole division or for each of its three operations separately. The BBC has yet to release the names of the short-listed companies.

BBC Resources was the first of the BBC’s commercial business-to-business divisions to be set up as a limited company and will be the last to be sold, the BBC having previously divested itself of BBC Technology and BBC BroadcastBBC Worldwide, formerly BBC Enterprises, will remain in-house as it earns revenue from the archive, media and licensing of products — in the year to 31 March 2007 Worldwide had a turnover of £810.4 million, generating profits of £111 million.

The BBC wants to use any money raised to be put into international commercial expansion and content, most probably through Worldwide.

It had been intended to float Resources back in 2005, but this was postponed for two years following strike action and ACAS talks in June 2005 — the BBC giving an undertaking that there would be no preparations made to sell the company until January 2007, and no sale allowed before July of this year. The current time-scale would see its disposal by the end of the current financial year in March 2008.
